The Complete Guide to NDIS Plan Management
Plan management is one of the ways your NDIS funding can be managed.
A registered plan manager helps manage the financial administration of your plan-managed supports — including checking and submitting claims, paying providers, keeping financial records and helping you monitor your budget.
You still retain choice and control over your supports and providers, while your plan manager handles much of the financial administration.
This guide explains how plan management works, what a plan manager does, how plan management is funded, how it differs from self-management and NDIA-management, and what to look for when choosing or changing plan managers.

What is NDIS plan management?
NDIS plan management is an arrangement where a registered plan management provider manages the financial administration of the NDIS support budgets that are plan-managed.
A plan manager can check and submit claims, pay providers, maintain financial records, provide budget information and help you understand how your funding is being used.
Plan management does not transfer ownership of your NDIS funding to the plan manager. You retain choice and control and remain responsible for using your funding in line with your plan and monitoring your overall spending.

How the parts fit together

What does an NDIS plan manager do?
A plan manager sits between you, your providers and the NDIA for the financial administration of your plan-managed funding.
- Check and submit claims
- Your plan manager checks provider claims against the information available for your plan-managed funding before submitting eligible claims through the NDIS provider systems.
- Pay providers
- Once the relevant claim and payment process is completed, your plan manager pays the provider.
- Maintain financial records
- Your plan manager keeps records relating to the NDIS supports and claims they administer.
- Monitor your budget
- A plan manager helps you understand how much funding has been used and how much remains.
- Provide regular reporting
- Plan managers provide financial information to help participants see how their funding has been used, how much remains and whether spending is running too quickly or too slowly.
- Build plan-management skills
- Plan managers can help participants build their understanding and confidence in managing NDIS funding.

Does plan management come out of my support budget?
If your NDIS support budgets are plan-managed, funding for a registered plan manager is included in your plan for that purpose.
Plan-manager funding appears within Capacity Building supports and is a stated support. This means that funding is specifically allocated for plan management and can only be used to pay for plan-management supports.
It is separate from the other NDIS supports you use to purchase your disability supports, so you do not need to take money from a plan-managed Core support budget simply to pay your plan manager.
Plan-managed vs self-managed vs NDIA-managed
NDIS funding can generally be self-managed, plan-managed, NDIA-managed, or managed using a combination of these approaches.
Self-managed
- Who manages payments
- The participant, nominee or representative.
- Administration
- You manage provider payments, payment requests and required financial records.
- Provider choice
- Broad provider flexibility, subject to applicable NDIS rules and the participant's plan.
Plan-managed
- Who manages payments
- A registered plan manager.
- Administration
- The plan manager administers claims, provider payments and financial records for plan-managed supports.
- Provider choice
- Participants can generally choose registered or unregistered providers for plan-managed supports, subject to applicable NDIS requirements and their plan.
NDIA-managed
- Who manages payments
- The NDIA.
- Administration
- The NDIA pays providers and manages associated financial records.
- Provider choice
- Provider requirements differ from plan-managed/self-managed arrangements.
Management arrangements

There is no single management option that is right for everyone. The appropriate structure depends on the participant's circumstances, preferences and plan.
Can I choose my own providers if I am plan-managed?
Plan management can provide significant provider choice.
For plan-managed supports, participants can generally choose registered or unregistered providers, subject to the NDIS rules that apply to the support and the participant's plan.
Once you choose a provider, you can tell them who your plan manager is so invoices can be sent to the appropriate place.
How do provider invoices work with a plan manager?
Your provider supplies an invoice for the NDIS support delivered.
The plan manager checks the information required to process the claim and considers it against the participant's plan-managed funding and applicable NDIS requirements.
Where the invoice and claim can be processed, the plan manager submits the claim through the relevant NDIS provider system and pays the provider through the plan-management process.
If information needs correcting, the plan manager may need additional or corrected information before the invoice can proceed.

Valid, correctly submitted invoices are processed within 1–2 business days. Processing is the step we control. Final payment timing can also depend on NDIA processing and whether we need to clarify details with a provider.
Who is responsible for keeping track of the NDIS budget?
Plan management provides financial administration and reporting, but participants remain responsible for understanding their plan, monitoring their funding and ensuring the supports they purchase are in line with their NDIS plan.
A good plan-management relationship should make that easier.
Regular reporting should help you see how much funding has been used, what remains and whether spending appears to be running ahead of or behind the available funding.
What are NDIS funding periods?
A funding period is the period of time in which part of a participant's funding becomes available and needs to last.
Funding periods may apply to total plan funding or individual funding components. Participants can spend up to the funding available within the relevant period.
Funding is often released across the life of a plan rather than becoming available all at once, although some supports may be funded differently.
Plan managers help participants manage plan-managed funding in accordance with their plan and applicable funding periods.
What is the difference between a plan manager and a Support Coordinator?
A plan manager primarily helps administer and monitor plan-managed NDIS funding.
A Support Coordinator primarily helps a participant understand and implement their plan, connect with supports and providers, and build their capacity to use their supports effectively.
The roles can work closely together, but they are not the same job.
Participants may have funding for both services where those supports are included in their plan.

How do I choose an NDIS plan manager?
The right plan manager should make the financial side of your NDIS plan easier to understand.

- How can I see how much funding I have used and what remains?
- What reporting will I receive?
- How will you alert me if my spending appears to be running too quickly or too slowly?
- Who do I contact when I have a question?
- How do you handle invoices that are missing required information?
- How do you work with my Support Coordinator or providers when I authorise that communication?
- What happens if I decide to change plan managers?
Compare the answers against what matters most to you: visibility, communication, financial oversight, provider relationships and confidence that your plan-managed funding is being administered carefully.
Can I change NDIS plan managers?
Yes. You can change your plan manager during your NDIS plan.
Check your existing service agreement for any notice arrangements that apply and tell the NDIA when changing or removing your plan manager.
A good handover should also account for outstanding invoices and the transfer of relevant plan-management administration.
